The Shepherd, named Kilo, reportedly escaped from the owner's Water Street home on Monday afternoon, according to police.

Kilo is a four year old German Shepherd that escaped through a basement while owner, Randy Lyon, was at work. According to the Kennebec Journal, the dog came across a postal worker and became aggressive. The mailman then pepper sprayed the dog out of concern for his own safety. Following the spraying, the shepherd then attacked a neighboring home's 14-year-old chihuahua. Reports indicate that Paco, the chihuahua, was dead by the time authorities arrived.

Randy Lyon, 23, has been charged with keeping a dangerous dog, which is a civil violation. He must keep the dog quarantined for 10 days and Lyon is to be in court on December, 17th.

Punishment for a violation of keeping a dangerous dog can range from euthanasia of the dog, a ban on dog ownership, confinement of the dog to an enclosed space or required posting of dangerous dog signs outside the residence.
