You probably haven't heard of it yet, but it's called the 'PACT Act'. According to WABI, it specifically bans crushing, burning, drowning and impaling animals, among other things. It would also allow officials to go after suspected animal abusers who cross state lines.

One of other 'loopholes' that this bill also addresses is animal cruelty recorded on video. It implies that people who RECORD animal cruelty can be subject to charges under this law as well. Violations of this law can result in prison time of up to seven years.

I still find it shocking that there are people among us that deliberately torture, abuse and mistreat animals. Then again, how shocked should I be? There are people in our society who think it's okay to do that to other HUMANS.

Preventing Animal Cruelty and Torture Act or the PACT Act

This bill revises and expands criminal provisions with respect to animal crushing.

It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both.

It provides additional exceptions for conduct, or a video of conduct, including conduct that is (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.
