Most wouldn't have realized, until now that is, that there is a federal bureau that is responsible for issuing approvals on beer labels for out-of-state sales.
Congress did not act, so we are facing a federal government shutdown. The shutdown will close national parks (like Acadia in the fall) and museums and furlough hundreds of thousands of federal workers. BUT there are a number of government services that will see business as usual. Many are "essential" and others are funded through money not in the budget that Congress is fighting over.

As of 12:01 a.m. EST on Tuesday, the federal government closed down. Congressional leaders in the House of Representatives and the Senate were unable to reach an agreement on a budget or a temporary fix, known as a continuing resolution, before the start of the new fiscal year on October 1.
